NORBIC is largely funded by government grants for the U.S. Small Business Administration (SBA), the U.S. Department of Defense, the U.S. DOL (federal workforce funding), the Illinois Department of Commerce and Economic Opportunity (DCEO, DuPage County and the City of Chicago. All SBA programs are extended to the public on a nondiscriminatory basis. The SBA and Department of Defense funding requires that NORBIC raise a 75% cash match for every dollar they fund. Matching funds are provided through memberships, sponsorships, fundraising events, non-federal grant funding as well as donations and foundations. This government funding provides support for free and low cost technical and professional services and grant programs.
The Illinois Department of Commerce and Economic Opportunity (DCEO) provides funding for NORBIC’s small business development, international trade, government contracting and federal workforce training grants (WIOA). NORBIC guides its small business and manufacturing clients understand the broad range of programs that DCEO offers and helps them navigate through the programs and processes to achieve their business milestones. Through their partner organization, the Alliance for Industry and Manufacturing (formerly the Alliance for Illinois Manufacturing), NORBIC leverages the broad range of valuable public and private programs and services many offered by local municipalities, non-for-profit organizations, and trade associations.
